Duties

A PROGRAM ANALYST, GS-0343-9, 1. Conducts studies of work processes and procedures. Identifies problems, reviews production standards, and makes tentative recommendations for problem resolution. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency.
2. Reviews reports and studies to ensure that user requirements are met and appropriate rules and regulations are utilized. Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations. Analytical methods contained in applicable regulations and guidelines are not always applicable to specific work; Incumbent adapts methods to meet needs of the specific situation.
3. Assists in the development of directives and the design, development, documentation, and implementation of various reporting systems. Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Notes deficiencies, identifies necessary resources, and recommends corrective action. Reviews workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives. Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluation program to ensure required actions are tracked and completed.
Performs other duties as assigned.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
GS-09 - 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.
Education
EDUCATION:
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired.
