This position is an Open Title 5 Excepted Service Non-Uniformed Personnel position, open to the Public and to Veterans following the Minnesota National Guard Merit Placement plan. AGENCY: Minnesota Air and Army National Guard LOCATION: Cottage Grove and Camp Ripley SELECTION OFFICAL: Ms. Heather J. Bergeron This is an Excepted Service position in the Minnesota National Guard. Duties

Major Duties: This is not an all-inclusive list A PROGRAM ANALYST, GS-0343-9, 1. Conducts studies of work processes and procedures. Identifies problems, reviews production standards, and makes tentative recommendations for problem resolution. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency. 2. Reviews reports and studies to ensure that user requirements are met, and appropriate rules and regulations are utilized. Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations. Analytical methods contained in applicable regulations and guidelines are not always applicable to specific work; Incumbent adapts methods to meet needs of the specific situation. 3. Assists in the development of directives and the design, development, documentation, and implementation of various reporting systems. Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Notes deficiencies, identifies necessary resources, and recommends corrective action. Reviews workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives. Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluation program to ensure required actions are tracked and completed. Performs other duties as assigned.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, knowledge of principles of organization, management, and administration. Experience analyzing, interpreting, and developing policies and procedures of local management. Experience with computer automation systems including Microsoft Office Suite 2016 or newer. Experience briefing senior leaders and large groups of people. Compiling reports, memoranda, and professional correspondence. Ability to work independently and as a team. Must be versatile, resilient, and responsive to change. Most Qualified (1 year or more experience) 1. College degree or experience in community or public relations, communications, marketing, business administration or other related field. 2. Previous experience with Family Programs or a subset of Joint Services and Support Branch (J9) (R3SP, BTYR, YRRP, CASOPS, MFH, IPPW, etc) 3. Event planning, coordination, and execution of large scale events (more than 50 attendees). 4. Knowledgeable on MN National Guard force structure and vast military terminology. 5. Experience using Canva or other marketing software, social media platforms, newsletters, and web-design products. 6. Project management certification and/or experience. 7. Logistical experience preferably with coordinating community resources, coordination of volunteers for a large scale event (50 or more people), and resource distribution. Well Qualified (Minimum 1 year experience): 1. Previous paid or volunteer experience with a Soldier and Family Readiness Group (SFRG), Key Partner/Spouse Group, Beyond the Yellow Ribbon (BTYR) program, or other military connected organization. 2. Logistical experience preferably with coordinating community resources, coordination of volunteers for a large scale event (50 or more people), and resource distribution. 4. Ability to competently drive a class d truck and trailer. 5. Content and knowledge management and/or Information Management Officer (IMO) experience. 6. Familiar with MN National Guard force structure and general military culture. 7. Experience using Canva or other marketing software, social media platforms, newsletters, and web-design products. 8. Event planning, coordination, and execution.

Education

EDUCATION:
High school diploma or equivalent required, college degree in related field preferred.
