THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is located in the State Joint Forces Headquarters, J-3 Directorate, Military Support Branch. DEFINITION OF AREA(S) OF CONSIDERATION: Area 1 = On-board technicians currently assigned to NGLA-OP (J7) of the Louisiana National Guard.

Duties

Duties & Responsibilities: (1) Plans, organizes, and oversees the activities of the subordinate military support units. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promotes team building, implements quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate sections, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors, work leaders and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinate section chiefs on a wide range of military support and state security issues. Establishes metric and analysis systems for sections managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resources submitted by subordinate supervisors/work leaders, and balances organization needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and takes action to implement such changes. (2) Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors/work leaders. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects candidates for subordinate non-supervisory and supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. Ensures reasonable equity among sections of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors/work leaders. Explains performance expectations to subordinate supervisors/work leaders and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors/work leaders and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Recommends awards for non-supervisory personnel and changes in position classification to higher-level managers. (3) Develops, coordinates and implements joint contingency plans for domestic emergencies, civil disturbances, natural disasters, state and federal contingency operations. Plans involve consideration of physical security of military forces, facilities and equipment protection, intelligence evaluation, emergency communications structuring. Such programs deal with Homeland Defense/Security, WMD response, Antiterrorism/Force Protection (AT/FP), the Critical Infrastructure Protection Program (CIPP) and National Security Special events. Serves as the state military technical expert for these programs to the Adjutant General on issues involving Military Support to Civil Authorities (MSCA), Antiterrorism, Homeland Defense/Security, and WMD. (4) Works with Military Component Commanders, active and reserve, as well as federal, state and local officials for the purpose of coordinating resources and execution of contingency plans through personal contacts and exercises with contributing agencies. Initiates' projects based on broad assignment criteria, priorities in coordination with the Adjutant General. Develops standing operating procedures, circulars, pamphlets, letters of instructions and memoranda of understanding for NG MSCA support . Identify and implement improvements to operational programs. Explains the NG MSCA and Homeland Defense/Security programs to federal, state and local officials and how the NG may be of service to the community or the state. (5) Accomplishes staff planning and coordinates on various types of MSCA state level operations. Develops information papers, coordinates the activities of multi-component Emergency Preparedness Liaison Officers (EPLO) assigned to the state for emergency planning and coordination of DoD assets. Advises Adjutant General and outside agencies on resource capability and task organization such as: status of personnel, type of equipment needed to accomplish the mission, flying hours, routine approval of requests, appropriate reimbursement from state and local agencies for the usage of DoD equipment, etc. (6) Performs other as duties as assigned.

Qualifications

GENERAL EXPERIENCE: Must possess experience, education or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess at least 1 year specialized experience equivalent to at least the next lower grade level or Thirty-Six (36) months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations; experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

Education

You must provide transcripts and/or other documentation as proof to support your Educational claims, and receive credit to meet the Education requirements for this position.

Must have completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.
