This position is in the Office of International Visitors (ECA/PE/V), Bureau of Educational and Cultural Affairs (ECA), Department of State (DOS). The position serves as ECA/PE/V’s Policy and Coordination Officer, advising the Director, Deputy Directors, and broader ECA/PE/V leadership team on a wide range of activities, priorities, and projects in support of the IVLP program and the National Security Strategy.
Duties
Tracks policy and programming trends within ECA and ECA/PE/V to ensure Bureau and ECA/PE/V equities are reflected in public affairs planning and strategic tasker responses.
Evaluates and analyzes a wide variety of proposals and policy recommendations, official correspondence, reports, and other documents of a sensitive nature directed to the office for clearance and endorsement through Department taskers.
Represents the Bureau and office at meetings and in communications with other Department offices.
Serves as office lead on knowledge management, promoting collaboration through uniform usage of tools such as SharePoint, IVRC, and other technology used for information management purposes.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in communicating with the full range of Department stakeholders, establishing, promoting, and maintaining effective working relationships.
Experience in reviewing reports and other publications and maintaining awareness of changing events, trends and developments impacting policies and programs.
Experience in gathering and analyzing information about the impact of IVLP exchange programs on U .S. foreign policy advancement.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in tracking and analyzing policy and programming trends within ECA and providing recommendations for the strategic communication of policy goals.
Experience in Identifying and analyzing trends to support IVLP reporting on programs, policies, and activities of ECA/PE/V and the Bureau.
Experience in communicating with the full range of Department stakeholders, establishing, promoting, and maintaining effective working relationships.
Experience in reviewing reports and other publications and maintaining awareness of changing events, trends and developments impacting policies and programs.
Experience in gathering and analyzing information about the impact of IVLP exchange programs on U .S. foreign policy advancement.
There is no substitute of education for specialized experience for the GS-13 position.
