The Office of Strategic Support and Initiatives (OSSI) is broadly responsible for developing and coordinating the VBA's strategic initiatives and collaboration efforts. This position serves as a Program Analyst in the Office of the Under Secretary for Benefits, Office of Deputy Chief of Staff, OSSI Strategy and Operations, VBA. The office supports the strategic planning framework for VBA and maintains it to effect implementation of VA/VBA Strategic Goals, Objectives, and Strategies.

Duties

Specific duties include: Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Maintain program and administrative reference materials, project files and relevant background documents and make available policies, procedures, and written instructions from the supervisor; maintain current knowledge to answer questions from team members on price-duress, policies, directives, etc. Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor. Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise. Report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs. Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives. Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products. Specifically, the incumbent will develop monthly reporting data for the Outreach Unit's overall performance. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:05/26/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: One year of specialized experience at the next lower grade level GS-12. Specialized Experience is defined as Ability to engage and influence stakeholders, to understand the client's needs and lead them throughout the phases of the project lifecycle. Ability to hold consultative meetings to ensure that requirements of the project are agreed upon and a delivery solution is negotiated that is acceptable to many stakeholders involved. Ability to lead and direct a project from project initiation to closeout and manage deliverables, timelines, work breakdown structures, and other parts of the program/project lifecycle. Ability to assess, analyze and address the root cause of a challenge the stakeholder might face and bring thoughtful solutions to remedy the issue. GS-14 Grade Level: One year of specialized experience at the next lower grade level GS-13 Specialized experience is defined as extensive experience understanding and identifying areas within a given workload that need to improve in efficiency; developing and implementing a process for automating records of the management policies to support various reporting processes; monitoring and auditing the quality of data to identify, evaluate and implement services and tools from external sources to support validation of data and cleansing; working with both internal and external clients to adequately understand data content. Demonstrated experience in creating dashboards, graphs, and visualizations on data; preparing reports for both internal and external audiences using various business analytics reporting tools and ability to design, conduct and analyze survey data. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
