The Workplace Violence Prevention Program Coordinator (WVPP Coordinator) is responsible for the administrative and clinical aspects of a comprehensive Workplace Violence Prevention Program (WVPP) at the SAVAHCS, including but not limited to the Disruptive Behavior Committee (DBC), Employee Threat Assessment Team (ETAT), Prevention and Management of Disruptive Behavior (PMDB) Program, Disruptive Behavior Reporting System (DBRS), and the Workplace Behavioral Risk Assessment (WBRA).

Major duties include:
Provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for the facility on issues and topics related to managing disruptive behavior and how to maintain a culture of safety and violence free workplace.
Clinically assesses and provides interventions to a diversity of individuals from various socioeconomic, cultural, ethnic, educational, and other backgrounds who maybe experiencing a variety of psychiatric, medical, and psychosocial problems.
Maintains proficiency in current evidence-based prevention and management of disruptive behavior and threats.
Performs clinical duties to a diverse Veteran and staff population.
Provides oversight and consultation to the Disruptive Behavior Committee (DBC) Chair and members.
Engages with the DBC in providing consultation to practitioners and staff working with patients who either demonstrate disruptive behaviors or who pose a significant risk of disruptive behavior with the primary goal of assisting the disruptive patient and ensuring that they continues to receive the full range of available health care while reducing the risk of disruptive or violent behavior to others.
Oversees the management of computer-based flagging systems for identifying potentially violent or dangerous patients, including review and maintaining a record of all patient flag reviews.
Collaborates with internal and external law enforcement agencies, Officer of the Inspector General and Coordinated Care Programs to manage patients with disruptive behavior.
Conducts individualized, evidence-based, data-driven violence risk and threat assessments to determine the likelihood that a patient's disruptive behavior or a visitor's disruptive behavior will undermine the culture of safety in the SAVAHCS.
Coordinates quality improvement projects around disruptive behavior.
Provides oversight and consultation to the Employee Threat Assessment TEAM (ETAT).
Leads a diverse and interdisciplinary team including representatives from the Local Bargaining unit, Executive Leadership Team staff, Human Resources, Behavioral Health Professionals, VA Police, Nursing Leadership, Safety Office, and Regional Counsel.
Oversees day-to-day business of the ETAT, including receipt of ETAT cases, assistance with triaging reports, gathering information, interviewing staff as needed, providing input to team, reviewing and approving behavioral threat assessments and follow up actions for all decisions or business items at the monthly ETAT meeting.
Develops Case Status Reports for the Facility Director that includes a summary of actions taken by ETAT to include assessment, data sources and risk management recommendations.
Provides support resources for employees affected by workplace violence, including debriefing and education, as well as referrals including, but not limited to, the Employee Assistance Program, Harassment Prevention Program, Alternative Dispute Resolution, or Equal Employment Opportunity.
Provides oversight of the Prevention and Management of Disruptive Behavior (PMDB) Program to ensure program meets identified training needs for SAVAHCS.
participate in the facility Code Green team.
Completes the annual Workplace Behavioral Risk Assessment (WBRA), a data- driven process that evaluates the unique constellation of factors that affect workplace safety.
Collaborates with VA Police, Patient Safety Officer, and Labor Partners to complete annual WBRA.
Participates in monthly Community of Practice conference calls, provided by the National Workplace Violence Prevention Program.
Collaborates with VISN Workplace Violence Prevention Program (WVPP) Program Managers/Coordinators to coordinate a network response to WVPP and implement policies and procedures related to WVPP.
Completes all required documentation and reports for the WVPP to include the submission of Issue Briefs, Congressional Letters, and other facility and VISN/VACO reports professionally and timely.
Provides subject matter consultation to colleagues and students on the Workplace Violence Prevention Program, ETAT, PMDB offering professional opinions based on policy, best practice and expertise.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Education. Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work.
Licensure. A current and active license or are certified by a state to independently practice social work at the advanced practice level and able to provide supervision for licensure
Grandfathering Provision. The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
NOTE: If social workers covered under the grandfathering provision of the 1991 Federal law regarding licensure or certification of VHA social workers leave the GS 0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker.
Preferred Experience/Qualifications: Experience serving on Disruptive Behavior Committee, ETAT, or code Green and chairing or co-chairing a facility or VISN/VACO committee or workgroup is preferred.
Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.
Social Worker (Program Coordinator), GS-13
Experience and Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above do you demonstrate all the Knowledge, Skills, and Abilities below:
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
Must have a valid driver's license and be able to drive a government vehicle.

The full performance level of this vacancy is GS-13.
Physical Requirements: Physical demands of the work include sitting, standing, walking, driving, pushing equipment and wheelchairs, lifting, bending, stooping, climbing stairs, and carrying light items such as papers, books, or other supplies. The incumbent uses a computer and standard office equipment to complete tasks. The emotional demands can be stressful in working with the Veteran/patient population and their families/caregivers. A level of self-awareness and emotional intelligence is essential.
