Duties

Typical work assignments include: Develop strong working relationships with Congressional staff while serving as a point of contact with staff of the House and Senate Appropriations Committees Act as an advisor to Agency leaders on appropriations issues and lead hearing and briefing preparation activities, including running prep sessions and drafting materials. Monitor House and Senate Appropriations Committees' activities to support Agency work with Congress and internally. Review and analyze appropriations legislation for Agency equities and reporting/briefing requirements. Regularly engage with Agency offices, especially the Office of the Chief Financial Officer, to gather and review materials for congressional briefings and hearings, ensuring accuracy and consistency with Agency policies. Supervise Legislative Affairs Specialists, exercising full personnel management authority.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-15 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties: 1. Applying understanding of the legislative process, especially related to the appropriations process; AND 2. Providing strategic counsel to senior officials on congressional concerns; AND 3. Managing a team of staff, responsible for engaging with external audiences; AND 4. Serving as a primary point of contact with congressional staff to share priorities and information; AND 5. Analyzing congressional legislation and reports to understand short- and long-term impacts; AND 6. Assisting in preparing leaders and staff for participation in congressional briefings and hearings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
