Duties

Implements and prepares supplements to higher authority policies, regulations and directives. Publishes information material to inform, clarify and explain regulatory and policy changes. Participates in resolving major problems impacting the functional or operational capability of CSD and/or support to other agency elements or other government activities. Reviews, interprets, and assists with the development of policies for the procurement mission. Also, develops guidance procedures and acquisition instructions for the agency procurement mission. Development of policy, guidance material and for providing technical advice to management and contracting officers within the agency. Participates in the development of policy and systems as a member of special studies or task groups within the agency. Participates in resolving major problems impacting the functional or operational capability of CSD and/or support to other agency elements or other government activities. Serves as a Procurement Analyst in the organization and is responsible for the review of contracts and contracting actions for a variety of supplies, services and/or construction contracts. Individually or as a team member develops position papers and oral presentations of findings impacting the various phases of contracting. Conducts training sessions as required on new policies, procedures, or software programs chosen on the basis of need.

Qualifications

To qualify for this position you must meet the basic requirements described below. Basic Requirements: To qualify for this position you must meet the basic requirements described below: A. Bachelor's degree or higher from an accredited educational institution authorized to grant baccalaureate degrees. Attach a copy of the highest DAWIA certification in contracting which you currently hold. GS-12 QUALIFICATIONS One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-12: Specialized Experience Is Defined As: Experience using procurement policies and procedures and knowledge of various contract principles, practices, and regulations in order to analyze/evaluate a wide variety of procurement actions. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
