Duties
Serves as the senior acquisition subject matter expert on special projects such as agency contracting Ombudsman. Provides technical advice to senior management and contracting officers within the agency.
Reviews, interprets, develops, and establishes policies, procedures, and acquisition instructions for assigned area of the agency acquisition mission.
Serves as the subject matter expert (SME) in the development and approval of policy and systems as a member of special studies or task groups with the agency.
The incumbent has complete supervisory authority over a staff of procurement analysts.
Incumbent is responsible for training, developing their subordinates, and ensuring they are performing at the highest professional levels. On the most complex or controversial issues, acts as a consultant for the responsible subordinates.

Qualifications
Basic Education Requirements:
To qualify for this position you must meet the basic requirements described below.
A. Bachelor's degree or higher from an accredited educational institution authorized to grant baccalaureate degree.
Attach a copy of the highest DAWIA certification in contracting which you currently hold.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized Experience Is Defined As:
Applying acquisition regulations, contracting principles, laws, statutes, executive orders, procedures and policies applicable to pre- and post-award actions sufficient to effectively award and administer contracts for a variety of problem areas; develop policies, procedures and acquisition instructions with regards to an organization's acquisition mission; and provide training and advice to other analysts on contracting policies, regulations and directives.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience at this grade level.
