The primary purpose of this position, LEAD INVENTORY MANAGEMENT SPECIALIST, NH-2010-03, is to provide Technical knowledge of assigned competency area or considered fully proficient; may require supervision and/or guidance on highly challenging projects.
Duties
Plans, organizes, and directs the activities of the organization, ensuring operations comply with inventory management legal and regulatory requirements and meets customer needs.
Research, interpret, analyze and apply appropriate inventory management laws, guidelines, policies, and regulations.
Participate in inventory management projects and initiatives and perform special assignments.
Determine appropriate recommendations for unresolved or questionable problems and perform follow-up.
Represent the organization with a variety of installation and functional area organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: Experience that involved analytical work in managing, regulating, coordinating, or otherwise exercising control over supplies, equipment, or other material. Work requires knowledge of acquisition processes, automated records and control systems, material substitution criteria, and storage, issue, and disposal processes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the applicable inventory management principles, concepts, policies, and laws; inventory management functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve inventory management operations problems; and all aspects of inventory management support.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to plan, organize, and direct, mentor, motivate and appraise the staff of a small to medium sized organization.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books; No special physical demands are required to perform the work.
WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated. However, the incumbent may be required to move from one issue to the next, with many distractions, which may include but are not limited to noise in the production area.
