You will serve as a Human Resources Specialist (HR Senior Advisor) reporting to the Director, Human Resources and lead in planning, directing, and carrying out a wide range of complex, sensitive and potentially controversial studies, analyses, and other projects and initiatives at the discretion of HR Director primarily in the area of staffing, recruitment and placement to support human resources staffing and recruitment programs to meet overall strategic organizational goals and objectives.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience applying human resources management concepts laws, regulations, policies, practices, precedents, and analytical and diagnostic methods.
Experience applying a qualitative and/or quantitative analysis technique, to identify and resolve interrelated human resources management problems and issues.
Experience developing, interpreting, and/or advising senior management on HR policies and programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Personnel and Human Resources - Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
Customer Service (‡) - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
