The primary purpose of this position is to provide support to all Major Command and base Vehicle Management Staffs on all aspects of vehicle management functions to include, but not limited to, processes and force module creation, vehicle prioritization replacement and procurement plan, vehicle management operations, and maintenance budget forecasting.
Duties
Serves as chief technical advisor and program analyst on all aspects of vehicle management, vehicle specific energy efficiency processes and initiatives, and vehicle management budgetary issues and processes.
Responsible for the authoritative, trusted, reliable, and secure view of the vehicle information and data required to measure, monitor, manage, and lead the logistics, installations, and mission support of the Air Force.
Serves as the vehicle community focal point to create, collect, and monitor all issues related to support.
Provides input and executes policy for the vehicle management processes.
Responsible for tracking of all vehicles one-time inspections and managing the Air Force License Plate program.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have at least one year (52 weeks) of specialized experience for positions GS-05 and above or equivalent in other pay systems. Examples of specialized experience includes: working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment; reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; or analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Undergraduate Education in any field of study in an accredited college or university OR Graduate Education in a field related to the position being filled.

COMBINATION OF EXPERIENCE AND EDUCATION
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing technical advisement and program analysis on all vehicle management programs, policies, regulations and practices pertaining to the procurement, redistribution, and final disposition of vehicles and vehicle fleet energy management programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of logistics information systems, regulations, policies, and procedures to include Vehicle Fleet Management principles, processes, policies, concepts, and practices.
2. Ability to develop, prepare, coordinate, staff, and implement policies, procedures, programs, and directives for a variety of vehicle management operations during peacetime and wartime contingency operations.
3. Ability to gather, assemble and analyze data to prepare vehicle management budget estimates for present and forecasted fiscal year for Presidential Budget submissions to Congress. Knowledge of the Planning and Programming Budget System (PPBS) and the relationship of the system to the time-phased requirements of various reports and exhibits.
4. Knowledge of Air Force Vehicle statutory requirements, policies, acquisition, compliance, and procedures.
5. Skill in utilizing automated vehicle data processing systems such as CARS, ES-S, AFEMS, and OLVIMS. Ability to identify vehicle maintenance equipment that is able to support peacetime and AEF deployment operations.
6. Knowledge on federal legislation requirements to effectively implement DoD Joint Basing Initiatives.
7. Skill to gather, assemble, and analyze facts, draws conclusions, devise solutions to problems, and identify changes and trends in AF Vehicle Fleet Management.
8. Knowledge of vehicle allowance standard management process.
WORK ENVIRONMENT: Work is performed in an office setting requiring basic safety precautions.
