The primary purpose of this position is to serve as the senior Aircrew Flight Equipment (AFE) technical advisor at the command level on all facets of United States Air Force (USAF) AFE including legacy and future Aircrew Chemical Biological Radiological and Nuclear (CBRN) flight systems/equipment to support USAF, Major Commands (MAJCOM) and subordinate units.
Duties
Serves as the senior Aircrew Flight Equipment (AFE) technical advisor at the command level on all facets of USAF AFE including legacy and future Aircrew Chemical Biological Radiological and Nuclear (CBRN) flight systems/equipment to support USAF, MAJCOM and subordinate units.
As MAJCOM Senior AFE Technical Advisor, provides expert technical advice to senior leaders and functional managers in the modernization processes, maintenance, operation, and training.
Provides technical assistance to field units in resolving complex AFE system/equipment problems.

- Based on operational necessity, Temporary duty station (TDY) away from home base in support of other Combat Air Force’s (CAF) units requires travel by military or commercial aircraft.
- Combat Air Force AFE senior technical advisor is subject to short notice TDY to meet worldwide operational/mission requirements.
- This position may require frequent travel or long periods away from the normal duty station to include the continental U.S. (CONUS) or overseas and may include remote or isolated sites.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
- This position may require employee to work under adverse environmental conditions.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Must be able to obtain and maintain a Secret Security Clearance.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Equipment Services Series, 1670.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.; Knowledge of a comprehensive range of Aircrew Flight Equipment (AFE) maintenance concepts, theory of operations, principles, and practices related to the systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience. Knowledge of assigned AFE systems/equipment for application to difficult, unusual, and unprecedented situations and problems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of AFE maintenance concepts to include theory of operation, principles, and practices of specific systems. Equipment listed on the attached equipment list.
Knowledge of required security and safety regulations, practices, and procedures.
Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and AFE technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
Skill in analyzing and interpreting AFE engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions.
Ability to plan, organize, and reprioritize work to meet changing deadlines.
Ability to develop and conduct training to ensure proper maintenance of assigned AFE systems/equipment; and communicate well both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
