This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Construction Representative monitoring and controlling construction operations as well as performing on-site inspections for compliance with plans and specifications. Assignments may include monitoring construction projects in various locations remote from the Resident Office.

Duties

Participates in pre-bid, pre-construction and mutual understanding conferences to discuss principal construction features, requirements, and contract obligations. Observes and investigates construction at all stages to identify problems, report potential problems, and take timely action to recommend changes to solve problems. Prepares daily surveillance reports listing inspections performed, conversations, disputes, work accomplished, safety, and other applicable project data. Performs or supervises inspection of construction work to ensure construction operations are in compliance with plans and specifications. Maintains daily contact with contractors to coordinate plans, and objectives, to discuss possible changes, and to exchange views on construction. Coordinates construction activity between contractors and base utility managers and keeps project managers of using agency fully informed of all developments on the job. Exercises responsibility for promotion and maintenance of safety program. Furnishes all reports and data required for transfer of completed construction.

Requirements

  • This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
  • This position requires the completion of a pre-employment Physical Examination.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • This position has a Temporary Duty (TDY) or business travel requirement of 80% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATION GS-07 Specialized Experience: One year of specialized experience which includes: 1) monitoring construction activities on projects; and 2) surveying contractor work for compliance with quality control plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate education in a field directly related to the work of the position, such as engineering, construction or industrial technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. MINIMUM QUALIFICATION GS-08 Specialized Experience: One year of specialized experience which includes: 1) monitoring construction activities on projects; 2) surveying contractor work for compliance with quality control plans; and 3) assisting with the review and interpretation of construction project plans, drawings, and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position, such as engineering, construction or industrial technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. MINIMUM QUALIFICATION GS-09 Specialized Experience: One year of specialized experience which includes: 1) assisting with the review and interpretation of construction project plans, drawings, and specifications; 2) assisting with identifying and recommending corrections to deficiencies for construction and renovation projects; and 3) preparing documents for contractor submittals reviews, Requests for Information (RFI), and correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Two full years of graduate education or a master's degree in subjects directly related to the work of the position, such as engineering, construction or industrial technology. MINIMUM QUALIFICATION GS-10 Specialized Experience: One year of specialized experience which includes: 1) monitoring construction activities on projects; 2) inspecting contractor work for compliance with contract requirements; and 3) assisting with developing technical requirements and specifications for modifications for construction and renovation projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). MINIMUM QUALIFICATION GS-11 Specialized Experience: One year of specialized experience which includes: inspecting ongoing construction in relation to the design plans and specifications to identify and correct deficiencies, as well as suggesting acceptable alternative construction methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-10 and GS-11 you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
