About the Position: You will be responsible for quality assurance in a variety of maintenance, repair, renovation, and minor construction projects; and services, by contract, within administrative, training, barracks, dining, medical, recreational, range, utility, and transportation facilities. The incumbent interprets contract specifications and other directives to resolve problems.
Duties
This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-08 grade level. At the full performance, GS-09, the incumbent will:
Responsible for maintaining surveillance over the full range of technical support and field engineering activities associated with specific phases of maintenance, repair, renovation, and minor construction projects.
Monitor contractor performance and notify Project Manager of contractors noncompliance with contract documents.
Obtain contract documents at beginning of projects to review plans, specifications, and shop drawings for complete understanding of project.
Monitor and inspect safety practices of contractor to ensure compliance with applicable safety requirements.
Work activities require ascending and descending ladders to access dark and dirty confined spaces with proper Personal Protective Equipment (PPE).

Specialized Experience for GS-08: One-year of experience which includes experience monitoring construction activities on projects AND surveying contractor work for compliance with quality control plans; assisting with the review and interpretation of construction project plans, drawings, and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07).

Education: One and a half years of graduate level education in a field directly related to the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Specialized Experience for GS-09: One year of specialized experience which includes assisting with the review and interpretation of construction project plans, drawings, and specifications; assisting with identifying and recommending corrections to deficiencies for construction and renovation projects; and preparing documents for contractor submittal reviews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Engineering or Building Construction.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
