The primary purpose of this position is this is a developmental position with known promotion potential to the target position of 41-04583, Budget Analyst GS-0560-13. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
Duties
Performs budget formulation and justification work involving preparation of detailed analysis for a segment of annual budget estimates for the Air National Guard organizations and programs into a consolidated budget request.
Performs budget execution analysis and administration work involving the monitoring of obligations incurred and the actual expenditure of the Air National Guard and National Guard Bureau resources. Compares programmed/budgeted requirements with prior year performance reports in terms of operational accomplishments, costs, and rates of obligation.
Provides headquarters level financial advisory services and monitors the execution of the Air National Guard appropriations and assigned programs. Provides advice, assistance, and guidance on budgeting and expending of these resources.
Conducts analyses, reports and special studies of budget and/or related information. Reviews and assesses the long-term effects of budget guidelines, such as new or revised legislation, Program Decision Memorandum (PDM), and Resource Management Decisions (RMDs), on various Air National Guard programs.
Uses Air Force (AF) and Office of the Secretary of Defense Comptroller automated budget systems and computer-generated products, such as Automated Budget Interactive Data Environment System (ABIDES), Comptroller Information System (CIS), Program Resources Collection Process (PRCP), and Enterprise Accounting Systems (EAS), in accomplishing budgeting assignments. Performs quality checks of all databases prior, current and outyear information and advises supervisor and programming element monitors of changes and any significant problems.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems in the Federal service, which involves having knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes. Detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution sufficient to: analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; and analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under these types of conditions and time pressures: uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives; gaps and conflicts in program and financial/ budgetary information; lack of predictive data; conflicting program and financial/budgetary objectives; and/or changing guidelines for the work.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems in the Federal service, which involves having expert knowledge of all phases of the federal budget process in order to effectively formulate and justify budgetary requirements for the Air National Guard appropriations and programs. Extensive knowledge of the Congressional, OMB, OSD Comptroller, and Air Force budget processes, particularly the Department of Defense (DoD) Planning, Programming, Budgeting and Execution (PPBE) in order to: (1) develop methods, practices, procedures, regulations, policies and other guides which apply to assigned organizations and programs; sources, types and methods of funding for assigned organizations and programs(e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budgets(s) and budgets and programs of other agency components and organizations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes; AND Knowledge of the Air National Guard missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation, headquarters and National Guard Bureau programs and organizations .
Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports and funding documents, and assigned programs such as manpower, flying hour, construction, inventory and supply reports and data; AND Knowledge of automated data processing concepts and systems capabilities to accomplish budgeting tasks and proficiency in budget systems usage.
Skill in the application of methods and techniques (e.g., cost-benefits analysis, amortization, depreciation. , and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
Skill in formulating, justifying, and/or executing assigned budgets and programs in the ANG appropriations.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
Ability to communicate effectively, both orally and in writing, to justify, defend, report, present and/or advise on budgetary processes and actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
