The primary purpose of this position is to exercise second level supervisory and management authorities over the Air Force District of Washington, Directorate of Communication (A6), Policy and Resource Division (A6O), Resource Management Branch (A6OR) 844 Communications Group.
Duties
Plan, organizes, and oversees the activities of AFDW/A6 (8444CG), Financial Management Branch. Develops goals and objectives that integrate organization and Financial Management Branch objectives.
Exercises Supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advise staff regarding policies, procedures, and directives of higher-level management or headquarters.
Represents AFDW/A6 with a variety of installation and functional area organizations. Establishes, develops, and maintain effective working relationships with high-ranking military/civilian managers, technical staff of the organization, and with members of the Air Staff and DoD.
Oversees Budget Formulation and Execution. Oversees budget formulation and execution to support AFDW/A6 operations.
Administrative/fechnical Support. Represents Commander, AFDW/A6 on various boards and committees. Serves as the Alternate Information systems Security Officer for the division.

- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
- This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes utilizing resources services such as planning, programming, execution, and evaluation of programming and budget; economic/ cost analysis; support agreements; and management support programs. Aswell, assisting in the planning, developing, managing, coordinating and administrating of the programs for the organization to include a high degree of analytical skill in developing and comparing alternative budget and program actions required to determine and defend optimum approaches to financing organizational operations and programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge and understanding of the Department of Defense Planning, Programming and Budgeting System (PPSB) and Federal budget process, including knowledge of congressional budget process; and through and detailed understanding of Air Force, DoD and OMB policies, directives, and regulations in order to effectively develop and defend multi-year financial programs.
2. Knowledge of safety and security regulations, practices, and procedures. Ability to lead, manages, and supervises a moderate size staff.
3. Ability to plan, organizes, and directs the functions and staff of a small to medium sized organization. Knowledge of the Air Force manpower and force management system in order to address matters having manpower or resource implications.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate effectively, both orally and in writing. A high degree of analytical skill in developing and comparing alternative budget and program actions required to determine and defend optimum approaches to financing organizational operations and programs.
6. Expert knowledge of appropriations, fiscal limitations and the Air Force structure of accounts. Skill in utilizing automated tools such as databases, word processing, spreadsheets and graphics.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
