The primary purpose of this position is to serve as a Special Access Program (SAP) security specialist, providing physical, industrial, personnel, operational, communications, and information security management disciplines.
Duties
Duty 1: Implements and administers activities of the Advanced Program Office, ensuring that information, personnel, physical, industrial, operational, and communication security and classified Information System (IS) functional work areas comply with legal and regulatory requirements and meets customer needs.
Duty 2: Manages all SAP security functions for the unit.
Duty 3: Implements and administers the SAP Personnel Security Program for the organization.
Duty 4: Implements and administers the Industrial Security Program for the unit.
Duty 5: Implements and administers the Physical Security Program for the unit.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

- On occasion, the employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. The employee will be required to carry a phone.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Department of Defense Security Fundamentals Professional Certification conferrals are required within two years of established

- This position is emergency-essential; may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization. Must be removed from any military recall status.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a wide range of security program relationships and expertise in information, personnel, physical, computer and industrial security to effectively implement and administer the security program and/or coordinate with other specialized security programs associated with classified material.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of all security disciplines (Information, Industrial, Personnel, Physical, Communications) to effectively develop, implement, administer, manage, and evaluate collateral, SAP, and SCI security programs.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of SCI and SAP security principles, practices and policies related to information security protection.
4. Knowledge of required security training concepts, procedures, and practices to assist managers in establishing and operating internal security programs. Skill in developing written policies and procedures.
5. Ability to plan, organize, and direct the functions and staff of a medium sized organization.
6. Ability to communicate clearly, concisely, accurately and effectively, both orally and in writing.
Other Significant Facts:
All work for this position is conducted in a SAP facility involving SAP information. At the time of hiring, the incumbent must hold at least a Secret security clearance in order to be considered eligible for access to SAPs.
This position requires the ability to perform physically arduous work such as possibly climbing onto false ceilings and crawling under false floors during the physical examination of secure facilities.
The employee must meet requirements specified on the Optional Form 78, Certification of Medical Examination, which may include duties and an overseas or deployed location. This includes lifting and carrying (with assistance) objects in excess of 25 pounds, walking through rough terrain, and climbing ladders (when conducting physical inspections and security checks).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
