This position is located under the Health Administration Service at the C.W. Bill Young VAMC Bay Pines, Bradenton and Cape Coral locations.

Duties

The Lead MSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Assignments at this level include, but are not limited to: Assuring coverage of all areas of responsibility. Conducting ongoing reviews to ensure quality of work, ensuring accurate and timely scheduling of appointments. Providing guidance to staff members to include changes in policies and procedures. Responsible to ensure accurate, timely and consistent information is entered into the appropriate database. Assists supervisor in formulating plans; developing policies; evaluating operations and developing procedures. Reviews work measurement procedures analyzes data and prepares instructions to implement changes. Develop effective working relationships with all staff in determining priorities of activities in support of direct patient care. Distribute and balances workload to include; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas Work Schedule: The Bay Pines VA Medical Center is a 24/7 operation and has openings for various shifts and locations. Available sample tours are listed below: 7:00am-3:30pm, 7:30am-4:00pm, 8:00am-4:30pm, 8:30am-5:00pm, 9:00am-5:30pm, 3:30pm-12:00am, days of the week to be determined for each tour of duty. The employee will be in a training status for the first 30-90 days from 8:00am-4:30pm, Monday-Friday. Once training is completed the employee will transition to their assigned tours. Shift preference will be assigned based on availability at the time of selection.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education. (1) Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR (2) Education. One year above high school; OR (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Certification. None required. Grandfathering Provision. All MSAs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held, [which] are [a] part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees may be reassigned, promoted, or [changed to a lower grade] within the occupation. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. If an employee who was converted to [Title] 38 hybrid status under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. Grade Determinations: GS-07 Lead Medical Support Assistant Experience: One (1) year of experience equivalent to the next lower (GS-06) grade level. Experience at this level is as follows: Providing specialized administrative judgment and the flexible use of a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or care in the community resources; recommending changes to existing clinic procedures based on current administrative guidelines; expertise in utilizing numerous advanced patient systems in support of multiple clinics involved in an interdisciplinary coordinated care delivery model; coordinates with the patient care team to review clinic appointment availability to ensure that clinic schedules are closely monitored to effectively support the needs of the clinics and makes adjustments as necessary; develop and/or maintain effective and efficient communication with the patient, interdisciplinary coordinated care delivery model teams , VA medical centers, and other agencies; assisting with communications during the inpatient to outpatient discharge; communicating with non-VA medical facilities; preparing correspondence to notify patients of normal lab results; managing a system for follow-up care such as consults, tests, etc. GS-07 level Knowledge, Skills, and Abilities: In addition to the required experience, candidates must demonstrate the following Knowledge, Skills, and Abilities at the GS-07 level: Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff. Ability to provide staff development and training. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics. Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary (6-8 hrs.) although, there is some walking (1 hr.), bending (1hr), and carrying of bulky files (1-10 lbs.) and some extended periods of standing (2 hrs.). The work is performed in an office setting which adequately lighted, heated and ventilated.
