The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.
Duties
Major Duties and Responsibilities:
Led by the Assistant Director of National Intelligence (ADNI) for Science & Technology (S& T), ODNl's Science & Technology Office works closely with IC partners, the White House, and Congress to advance the Ie's science and technology capabilities by coordinating Community investments, leading the development of policies on AI and other emerging technologies, and brokering key partnerships across government, academia, and industry to drive innovation.
Our Office champions IC S& T resources to enable effective and efficient execution of the IC S& T mission; leads and supports Community efforts to recruit and develop an increasingly agile, effective, and diverse IC S& T workforce; develops and sustains collaborative relationships with traditional and non-traditional industry partners to close intelligence gaps and improve IC capabilities and capacity; and finds, creates, and deploys scientific discoveries and new technologies.
The ADNI for S& T is seeking a Chief of Mission Capabilities with the right skills and experience to perform the following: Promote the IC vision and mission, and implement, lead and guide the DNl's strategic intent for IC wide policies, programs and resources.
Direct and oversee activities in support of the identification and synthesis of future technology trends to guide IC S&T investments, manage contracts, coordinate forecasted activities, and develop periodic reports for the IC.
Lead the collection and evaluation of, and advocate for, new innovative technology concepts to enhance mission capabilities and mitigate mission gaps across the IC.
Direct the development and implementation of controls and policies to provide guidance to management officials, and coordinate internal and external initiatives to ensure alignment with key intelligence priorities.
Lead the IC to remain current with major technical developments and with other IC programs in areas of interest.
Assist the ADNI for S&T in representing DNI S&T positions, priorities and/or perspectives to National policy makers, Congress, OMB and White House staff.
Assist the ADNI for S&T in representing the ODNI at government and IC wide events including meetings at the National Intelligence Science and Technology Committee, National Security Council, White House Office of Science and Technology Policy, and more.
Assist the ADNI for S& T in leading legislatively and policy mandated activities to include formulating a long-term strategy for scientific advances in the field of intelligence, advising on science and technology elements of the budget, and coordinating advances in research and development related to intelligence.
Lead and oversee a portfolio of projects designed to promote innovation and the onboarding of novel technological solutions for the IC.
Provide expert programmatic recommendations to management and other major stakeholders by gathering, analyzing, and summarizing data from across the IC's S&T portfolio.
Represent the organization at meetings, conferences, and other public forums to foster and cultivate strategic alliances with other IC components.
Prepare expert findings, reports, briefing papers, and other communication vehicles; serve as a principal advisor on the policies and procedures governing S&T intelligence information.
Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development.
Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture.
Qualifications
Mandatory Requirements:
Experience working in or with the Intelligence Community and demonstrating a broad knowledge of the IC mission, objectives, policies, and current events within the IC.
Exhibit excellent interpersonal skills, ability to work effectively with senior leaders from inside and outside the USG, to advocate and advance ODNI policy, and to communicate, coordinate, and develop a professional network across the IC.
Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development of all levels of personnel.
Superior ability to meet organizational goals and customer expectations. Includes the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
Possess superb oral and written communication skills and demonstrated ability to conduct filter and synthesize data, and produce clear, logical, and concise products.
Record of success in building teams, leading change, and working effectively with others in a diverse, complex and evolving environment.
Expert ability to plan, manage and complete complex, multi-faceted projects involving government and contractor personnel.
Proven critical thinking skills and the ability to prepare finished assessments of organizational issues and other written products with an emphasis on clear organization, and concise and logical presentation.
