Duties
The Human Resources Lead Benefits and Compensation Specialist is a valuable member of the Office of Inspector (OIG), Office of Management, Talent Management Division. Typical assignments include:
Advises and consults with the Assistant and Deputy Inspector General on the status of employment activities and keeps him/her informed of significant developments.
Consults with staff members, the Office of Management, and with management officials of all levels to assure that his/her activities are coordinated and integrated with other personnel and management programs.
Prepares OIG policy and appropriate issuances, operating guidance, training materials, marketing strategy, etc. in connection with assigned program areas and/or projects.
Responsible for developing, administering, implementing and assessing compensation policies, programs, processes, practices, pay and/or leave administration guidance for nation-wide application throughout OIG.
Develops and oversees implementation of special projects as well as, on-going OIG initiatives such as the National Finance Center (NFC).
Provides authoritative staff advice and technical guidance on compensation management strategies and programs involving the full range of pay administration policies, principles, and practices.
Communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion.

Qualifications

Minimum Qualifications for GS-14: You qualify for the GS-14 position if you possess one year of specialized experience at the equivalent to GS-13 grade level in the Federal service. Specialized experience at this level includes:
Serving as a technical expert on federal employee benefit program entitlements and services.
Serving as a technical expert on federal compensation.
Establishing policy guidelines and procedures to enhance management processes on benefits and compensation.
Providing authoritative advice and consultation to senior management officials and employees on complex issues related to compensation
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 05/28/2024of this announcement.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
