This is a TEMPORARY, INTERMITTENT position NTE 1 year/1040 hours located in the Bureau of Human Resources, Office of Recruitment, Examination, & Employment. The incumbent serves as a panel member examining candidates for Foreign Service appointment positions.

Duties

Advises Office of Recruitment, Examination and Employment, Bureau of Human Resources on Foreign Service selection process policies and procedures. Serves as a subject matter expert on historical Foreign Service Officer, Specialist, and Limited Non-Career Appointment recruitment, evaluation, and employment trends. Coordinates with the Recruitment, Examination, and Employment Tracking Application Group (REETA) to create and maintain computer applications that track and collect data relating to assessments and hiring. Consults and assists contract Industrial Organizational Psychologist on all aspects of the Foreign Service selection process: job analyses, testing material creation and review, and selection process validation. Participates in Qualifications Evaluation Panels assess candidate resumes and personal narratives, in combination with their corresponding Foreign Service Officer Test scores, to determine candidate invitation to the Foreign Service Oral Assessment.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: EXPERIENCE evaluating and recommending candidates for placement in accordance with the Foreign Service Selection Process.EXPERIENCE applying employment laws, regulations, policies and Human Resources staffing/recruiting practices and procedures.EXPERIENCE applying the practices and techniques of personnel recruitment, examination selection and candidate placement. There is no substitute of education for specialized experience for the GS-14 position.
