This announcement is for TEMPORARY, INTERMITTENT positions NTE 1 year/1040 hours located in various Bureaus.  The position is in the Bureau of Western Hemisphere Affairs open to CTAP/ICTAP candidates, and that if they are found well-qualified, will be afforded selection priority. The incumbent is responsible for providing expertise in public diplomacy in Washington and at overseas posts.  

Duties

Consults and negotiates with counterparts in the host countries to include government officials. Analyzes and reports information and makes recommendations in international and bilateral agreements or programs in which the U.S. participate. Speaks on behalf of the U.S. government to the media, private groups, and others as necessary. Serves as an advisor to the Chief of Mission; evaluates the impact of U.S. policies and programs on public opinions in host countries. Collects information and writes regularly scheduled and special reports analyzing and interpreting developments which are or may be an interest to the U.S. Government. Supports the Chief of Mission in the coordination of government wide economic and foreign policy information activities for the host country.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: EXPERIENCE managing foreign public diplomacy programs. EXPERIENCE drafting papers and remarks with sensitivity to political situations. EXPERIENCE explaining, defending, justifying, and negotiating controversial issues with host government officials.  EXPERIENCE communicating both orally and in writing. EXPERIENCE representing official U.S. policy and American viewpoints to host country leaders and manage people to people and academic projects. There is no substitute of education for specialized experience for the GS-14 position.
