The Bureau of Medical Services is responsible for a worldwide medical program for approximately 70,000 Foreign Service employees and eligible family members. The incumbent is required to temporarily fill vacant medical positions at overseas posts or domestically when there are staffing shortages or extended staffing gaps. While overseas, the incumbent assumes the role of primary care provider and is responsible for a full range of primary care, preventative and emergency medical services.

Duties

Provides primary and preventive health care services across the lifespan: Obtains patient history, performs physical assessments to include diagnosis and treatment, emergency and other acute care services, Collaborates with local healthcare officials, liaison with local and international experts, evaluates local hospitals, doctors and laboratories for types of services and standards of care, and advises the Ambassador on issues affecting the Mission Manages health unit personnel and resources. Oversees all medical aspects of his/her post’s emergency preparedness program which includes counter -terrorism measures and responses to terrorist attacks and incidents involving chemical, nuclear and biological weapons, and natural disasters

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants MUST meet the required basic entry qualification requirements described below: BASIC REQUIREMENTS: Education: A graduate or higher level degree, bachelor’s degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Note: All applicants WILL BE required to submit a copy of their final transcripts AND a copy of their license or registration as a professional nurse (as described above). IN ADDITION to meeting the basic requirements above, you MUST have at least 1 or more full years of professional nursing experience that is equivalent to the GS-13 level in the Federal service that provided you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying equivalent experience include: EXPERIENCE reacting to immediate life-threatening situations i.e. providing emergency assessment for acute life-threatening illness or injuries in the workplace; EXPERIENCE evaluating and assessing the medical conditions, injury, or concern of the employee; and EXPERIENCE applying health care standards, and expert medical technical knowledge to complex conditions.
