This position is located at the U.S. Mint in Washington, DC in the Office of the Chief Counsel. As an Attorney-Adviser, you will perform legal research in connection with all phases of the work of the U.S. Mint and make recommendations or furnish advice to the Chief Counsel on the law applicable to the problems assigned to him/her.

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Research and preparation of final opinions, memoranda, letters, briefs and other papers for the Chief Counsel's signature concerning laws and regulations which relate to (1) the design and manufacture of coins and medals; (2) matters of procurement; (3) construction, operation, and maintenance of Mint Facilities; (4) litigation to which the Treasury Department and Mint are party; (5) claims against the Mint; (6) matters relating to personnel administration and labor-management relations; (7) and matters relating to the Freedom of Information Act and Privacy Act Advise the Chief Counsel on the impact of proposed legislation on the U.S. Mint and the Treasury Department and keeps his/her supervisor advised of the legislative history of such legislation Represent the Mint in various third-party proceedings, such as hearings on discrimination complaints and labor arbitrations

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your resume. Basic Requirements: Applicants MUST: (1) be a graduate of an accredited law school with an LL.B. or J.D.; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and (3) meet all specialized experience requirements as described in the vacancy announcement. AND Specialized Experience: For the GS-14: 24 months of pertinent legal experience at the GS-13 level, or equivalent level of difficulty in the Federal service or private sector, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Examples of such experience might include: Considerable experience in acting as an agency or client representative in administrative or judicial proceedings, preparing drafts of legal briefs for complex judicial or administrative proceedings, advises on matters involving general law to include personnel and labor law. For the GS-13: 18 months of pertinent legal experience at the GS-12 level, or equivalent level of difficulty in the Federal service or private sector, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Examples of such experience might include: Experience assisting an agency or client representative in administrative or judicial proceedings, preparing drafts of legal briefs for judicial or administrative proceedings, research matters involving general law to include personnel and labor law. For the GS-12: You must have 12 months of experience at the GS-11 level, or equivalent level of difficulty in the Federal service or private sector that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Examples of such experience might include: acting as an agency or client representative in administrative or judicial proceedings; preparing drafts of legal briefs for court proceedings; drafting legal memoranda regarding effects of proposed legislation or regulations; and drafting briefing papers on complex legal issues for senior government officials or private sector clients.

Education

Education Requirements:
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

You must possess a J.D. or LL.B from a law school accredited by the American Bar Association (ABA). An unofficial transcript may be submitted at the time of application; however, if selected you will be required to provide an official transcript.

You must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

In addition to the qualification requirements identified above, in accordance with Treasury's Department-wide policy on employment in the excepted service (HCIS 302), one year of time-in-grade is required prior to being placed into a Treasury position at the next higher grade level if the attorney worked in the federal government with the previous 52 weeks.
