About the Position: Works under the general supervision of the Army Community Service (ACS) Director who outlines program objectives, provides general policy guidance and advises incumbent of new or changed responsibilities. Independently performs duties and makes assessments referring clients to an Army Community Service Specialist or Credentialed Specialist, as appropriate to the situation. Refers only those issues involving significant deviation from general procedures.
Duties
Serves as command or ACS representative on a variety of family and soldier activity councils and boards.
Plans for and effectively uses resources allocated to installation ACS programs and services.
Prepares and controls the operating budget, coordinating with branch managers to develop detailed estimated budget requirement.
Maintains a variety of fiscal data and service statistics for planning purposes.
Serves as command or ACS representative on a variety of family and soldier activity councils and boards.
Identify training and developmental needs of employees, providing or arranging for required training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Basic Requirement for Army Community Services Manager:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) serving as community service representative on family activity committees, such as councils and boards; 2) maintaining liaison with civilian and/or military related social and human services; 3) developing standard operating procedures outlining program services and delivery models. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS- 11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
