This position is located in the Office of Administration, Office of Human Resources and is assigned to the Labor/Employee Relations/Performance Management and Performance Awards/Telework/ and Leave policy Team. You will serve as a Human Resources Specialist (Employee Relations/Labor Relations) and be responsible for delivering expert advice and counseling in the areas of complex conduct and discipline issues; grievances and appeals; adverse actions; and labor relations.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience providing technical advice and consultation services to managers and customers on labor and employee relations (LER) and performance management (e.g., grievances, contract negotiations, conduct, disciplinary actions, performance-based actions and performance appraisals, alternative dispute resolution, etc.). Experience performing investigations and management inquiries into sensitive labor and employee relations (LER) issues. Experience preparing written recommendations to present ideas clearly and concisely, both orally and in writing. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience providing advisory services to supervisors, staff and colleagues on complex, controversial ER/LR issues. Experience conducting administrative investigations on workplace conflict/issues, evaluating evidence/documentation and writing reports. Experience representing the agency to external groups and agencies on ER/LR policy and initiatives; administering, negotiating, and interpreting an agency Collective Bargaining Agreement (CBA). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Written Communications - Writes in a clear, concise, organized, and convincing manner for the intended audience. Employee Relations - Knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution. Labor Relations - Knowledge of laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements.
