The primary purpose of this position is to serve as the primary point of contact for Weapon Systems Evaluation Program (WSEP) participant unit representatives and Wing, MAJCOM, and NAF staff for all concerns related to WSEP. Coordinates with 53d WEG subordinate units and 325 FW staff to adequately house incoming exercise participant unit personnel and equipment.
Duties
Serves as the WSEP Program Manager, planning, organizing, and managing a wide range of complex activities involved in multi service WSEP events.
Coordinates all reporting of WSEP activities. Ensures results of WSEP unit evaluations are captured and reported accurately to the unit's Wing Commander, 53d Wing Commander, unit's Numbered Air Force Commander, USAFWC and Air Combat Command.
Coordinates 53 WEG subordinate unit efforts to execute WSEP at locations other than home station. Provides management/oversight of all support aspects of off station events.
Represents the 53 WEG with a variety of installation and functional area organizations. Evaluates impacts of new technologies on current weapons systems and policies.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series, 346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of existing plans and guidance related to the concepts and practices involved in formulating and managing a weapons evaluation program designed to analyze the efficiency and effectiveness of participants mission readiness and sustainability; to include administrative, exercise, and inspection policies, procedures, techniques, and practices, as well as public information release and denial determinations (Freedom of Information Act, Official Use Request, Privacy Act, etc.). Knowledge of test and evaluation flying operations involving fighter, bomber and remotely piloted aircraft and associated systems to include safety and security regulations, practices, and procedures to be able to plan, schedule and support evaluation events. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program. Knowledge of military flying unit operations and maintenance processes, procedures, and support requirements. Knowledge of procedures and practices of installation functions and organizations (e.g., acquisition, contract, administration, logistics, civil engineering, security, configuration/program management) to coordinate various support requirements to facilitate the evaluation of various weapon systems. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare budget and acquisition recommendations in support of WSEP requirements.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of existing plans and guidance related to the concepts and practices involved in formulating and managing a weapons evaluation program designed to assess mission readiness and sustainability; to include administrative, exercise, and inspection policies, procedures, techniques, and practices, as well as public information release and denial determinations (Freedom of Information Act, Official Use Request, Privacy Act, etc.).
Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget and acquisition recommendations in support of WSEP requirements.
Knowledge of military flying unit operations and maintenance processes, procedures, and support requirements involving fighter, bomber and remotely piloted aircraft and associated systems to include safety and security regulations, practices, and procedures.
Leadership skills and experience to deal with command issues, such as personnel, operations, maintenance, finances, planning and communication. Ability to analyze, plan, coordinate and adjust the work operations of multiple organizational segments to meet program requirements and objectives with available resources.
Ability to communicate effectively, both orally and in writing to communicate and maintain effective relationships with external agencies and prepare formal and informal briefings, point and position papers, reports, and other required documents.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
