The primary purpose of this position is: To serve as Logistics Readiness planner and program analyst with responsibility as the Air Force service component to United States Northern Command (USNORTHCOM), United States Space Command (USSPACECOM) and to North American Aerospace Defense Command's (NORAD) Continental U.S. Air Defense Region (CONR).
Duties
Serves as the Command focal point for multi-modal transportation and logistics matters.
Manages, administers and conducts logistics planning.
Possesses operational knowledge of and participates in determining the direction of logistics information systems supporting strategic-theater and operational in-transit visibility, force tracking, and planning operations for Homeland Defense and Security Operations.
Coordinates logistics requirements and capabilities for HLD and DSCA at various command levels to include HQ USAF, USNORTHCOM, Major Commands, National Guard Bureau, and USAF installations in the NORTHCOM Area of Responsibility (AOR).
Represents the directorate as logistics readiness and deployment subject matter expert at various levels including Air Staff, NORAD/NORTHCOM, MAJCOMS, NGB, 1 AF CONR-AFNORTH/AFSPACE Staff and USAF installations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series, 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). My experience includes Comprehensive knowledge of a wide range of Air Force, federal, and state agency logistics concepts, principles, practices, procedures, regulations and laws applicable to a full range of logistics management responsibilities. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of work assignments and/or to identify, analyze, and resolve logistics management issues or problems; Knowledge of Air Force and joint doctrine, command and control and operational concepts with particular emphasis on Homeland Defense Operations and Defense Support to Civil Authorities; Knowledge of a wide range of logistics concepts in warehousing, transportation, fleet management, supply, fuels, and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of 1 AF (AFNORTH/AFSPACE/CONR) strategic visions, to evaluate overall logistics process effectiveness, and to recommend methods to help 1AF (AFNORTH/CONR) optimize use of resources and maximize efficiency and effectiveness.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and recommend improvements; Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Skill in conducting detailed analysis of complex work functions and work processes; Ability to apply knowledge to modify existing or develop new work methods, records and files, management processes, staffing patterns, procedures for administering programs, guidelines and procedures.
Ability to prepare and present oral and written presentations and deal effectively with all levels of management during meetings, conferences, and related activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
