This position is located in the Department of Homeland Security, Federal Protective Service, Washington, District of Columbia. The primary purpose of this position is The primary purpose of this position is to assist in managing existing contracts and the development and identification of near and long-range acquisition requirements..
Duties performed:
Actively participates, directs, and oversees the initial determinations regarding the types of acquisition strategies to be used, and prepares a consolidated acquisition requirements package including the acquisition plan and the Statement of Work (SOW).
Participates in contract review board meetings with Acquisition Directive (AD), Office of the General Counsel (OGC), and the Federal Protective Service (FPS) Program Officials.
Provides the evaluation of contractor invoices and progress reports to confirm that all charges are allocable, allowable, and reasonable.
Participates in and helps conduct post-award conferences to ensure compliance with and full understanding of contractual requirements and to preclude unauthorized changes or alterations in contract provisions.
Monitors contract administration, reporting requirements, and contractual arrangements.
Qualifications
Specialized Experience:
GS-12: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Monitoring contract administration, reporting requirements and/or contractual arrangements to report issues found;
Participating in contract review board meetings; and
Reviewing technical, administrative, and/or quality assurance areas to ensure contractor performance is documented and in compliance.

GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Determining acquisition strategies to be utilized for contracts;
Interpreting contract specifications in daily interactions with contractors; and
Evaluating contractor performance against contractual requirements to ensure quality and administrative terms and conditions follow throughout the contract lifecycle.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Training Certification Requirement: The incumbent will be required to obtain a FAC-C Level 1 Certification as a Contracting Officer Representative within 6 months to 1 year after entry and must obtain a FAC-C Level III Certification as a Contracting Officer Representative within 24 months of hire.
