This position is in the DHS, I&A, PPE Division. The purpose of this position is to facilitate strategic plan development and oversee the implementation of all strategy-related activities ranging from formulation to execution. This includes coordinate the development of strategic framework/plans for I&A, DHS, and the IC, and supporting the implementation of the Planning, Programming, Budgeting, and Execution/Evaluation process. NON-BU: This is a non-bargaining unit position.

Duties

As a Intelligence Operations Specialist, GS-0132-13, your typical work assignments may include: Developing, facilitating, or coordinating strategies, plans, and procedures to support all I&A programs and DHS intelligence and information programs. Supporting strategic planning, programming, performance, policy, or governance projects requiring innovative and unprecedented approaches to resolving complex issues through establishing and maintaining effective working relationships within I&A, the DHS Intelligence Enterprise (IE), and the IC. Coordinating strategic planning activities, leveraging partnerships with internal and external customers/stakeholders. Serving as a functional advisor to assigned program/project areas. Developing plans, graphics, presentations, briefing materials, and finished reports on findings and recommendations for management. Qualifications

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Applying expert knowledge of the programs, goals, priorities, policies and commitments of the assigned organization and the intelligence or national security communities to assess organizational strategy, policies, procedures, or constructs. Identifying new and established sources and analyze gathered information to develop strategies, policies, plans, or procedures. Developing or delivering high-quality oral or written presentations for an executive-level audience. NOTE: Your resume must explicitly indicate how you meet this requirement; otherwise, you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
