About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Wainwright, Alaska.

Duties

Serve as a Non-classified Internet Protocol Router) NIPR and Secret Internet Protocol Router (SIPR) information technology systems administrator for the Network Enterprise Center (NEC). Establish, analyze, and maintain Information Technology (IT) infrastructure and peripherals to support mission requirements. Comply with all Army Information Technology Portfolio (AITP) service delivery response time standards. Perform system administrative duties to ensure optimal functioning for the Windows local servers and network. Develop utility software to ensure compatibility between operating systems, domains, file access methods and installed programs. Perform the maintenance of server files, databases, server installed software and associated areas. Maintain control and access of data storage, space allocation and device usage for authorized users of management information systems and unique systems. Analyze file organization and data base structure taking actions as required to eliminate deficiencies (i.e., contiguous file allocation, file reorganization, space shortages, etc).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • May be required to respond to call outs and/or work rotating shifts, weekends and holidays to provide 24-hour continuous coverage.
  • Incumbent must either possess or be able to obtain and maintain a TOP SECRET security clearance.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing IAW AR600-85.
  • Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing, unless currently occupying a TDP within the Department of Defense.
  • Selectee will be required to sign DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program) requiring participation in random drug testing.
  • Position is designated as a "Key Position" in accordance with AR 690-11. This position shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the agency to function effectively.
  • Because of the essential nature of this position, shall require that it not be filled by Ready Reservists to preclude such positions from being vacated during a mobilization.
  • The incumbent must be able to lift up to 35 lbs.
  • This position is designated "Mission Essential."
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Basic Requirement for Information Technology Specialist (Systems Administrator) GG-2210-11: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by installing, configuring, and utilizing Hyper-visor on Microsoft Server 2019 or newer; utilizing Storage Area Network (SAN), Direct Attached Storage (DAS) and Network Attached Storage) NAS storage devices on a Microsoft Server Platform; managing data storage through the Server platform; and utilizing Elastic Sky X Integrated (ESXI), the Virtual Machine software (VMware) Platform, and the V-Center management interface to ensure optimum performance. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
