This position is located in the Department of Health and Human Services, Office of the Chief Information Officer, headquartered in Washington, District of Columbia.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Program Specialist, you will use your knowledge of and experience with the Office of the Chief Information Officer's Office of Information Security to optimize business results and customer experience by:
Performs COR-related functions related to procurement activities, purchases or contracts for IT services, equipment, products, supplies, property, or other items. The incumbent may be required to become a certified COR based on the changing needs and demands of the work.
Collaborates with appropriate parties to develop strategic sourcing strategies, contracting strategies, and vendor management strategies for IT products and services.
Assists in managing negotiations of large scale, multi-year contracts and licensing agreements for major software procurements for IT systems, hardware, telecommunications, applications software including statistical and scientific software, networking systems and equipment, client access licenses, master licensing agreements, technical support, research and advisory services, and other related products and services.
Evaluates administrative operations against short- and long-range objectives. Monitors and reviews progress of program implementation. Ensures that responsibilities are carried out according to established policies and procedures.

WHAT WE ARE LOOKING FOR
Specialized Experience:
Must have at least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service that includes performing at least three (3) of the following:
Analyzing and evaluating the efficiency and effectiveness of management and organizational principles and practices;
Employing qualitative and quantitative assessment methods to evaluate the effectiveness of policies and procedures related procurement activities, purchases or contracts for IT services, equipment, products, supplies, or other items;
Writing official reports to senior management on findings, recommendations, and implementation plans for improvements to administrative or IT procurement operations;
Serving as contract representative or business operations liaison for procurement contract operational activities.
