Duties
Directs overall library operation.
Responsible for the full scope of library functions to include library management/administration; personnel management; public/patron services.
Develops budgets, justifies requirements, and establishes short and long-range plans/goals.
Establishes standard operating procedures and sets internal controls.
Conducts oral presentations and presides over group meetings.
Develops marketing strategies to increase library awareness and promote library services and programs.
Evaluates effectiveness of the library's automated services, determines requirements and conducts studies to improve systems operations.
Liaisons with community/user groups and establishes partnerships/networks for efficiencies with local, state, regional and/or national organizations
Supervises assigned staff, conducts employee appraisals, advocates training, and provides appropriate recognition and feedback for performance.
Requirements

- Must attend Team Member Orientation within the first 30 days of employment.
- Must be willing to work: days, evenings and weekends.
- Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para. 2 to include a Tier 1 background investigation.
Qualifications
Minimum Qualifications:
1. A master's degree in library science, information services, or information management from an accredited college or university.
2. One (1) year of progressively responsible work experience equivalent to the next lower grade level is required which showcases the ability to perform in library management, personnel management, public/patron services, technical services and library automation service functions.
3. Must have a working knowledge of office software products including Word, Excel, PowerPoint and Access.
4. Must have the ability to communicate orally and in writing.
Best Qualified:
1. Two (2) years of working experience in a Library setting (i.e., Public Library, MWR Library or similar Library).
2. Two (2) years of working experience Supervising staff members.
