This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will serve as an Engineering Technician providing contract administration and office and/or field engineering for US Army Corps of Engineers at the Kentucky Lock Resident Office in Grand Rivers, KY.
This position can be filled at the GS-9, GS-10, or GS-11 grade level.
Duties
Provide administrative support and contract administration support to the construction field offices.
Assist office engineers on contract administration matters and quality assurance duties
Develop a weekly report to track timely completion of submitted contracts.
Distribute and file design documents, design analysis documents, supplemental construction data, BCOE certifications, amendments and award documents, including distribution of electronic plans, specifications, and submittal register.
Assist Administrative Office Assistant in setting up contract files.
Assist the office engineers and field construction offices on technical support for DrChecks, RMS, CADD, CCASS, and CEFMS, as applicable.
Study contracts, plans, specifications, special directives, and other criteria and changes thereto pertaining to construction; interprets, furnishes information and instructions, and renders decisions thereon to field personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Temporary Duty Travel (TDY) up to 15% of duty time.
- May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

To qualify at the GS-0802-09 grade level, you must have:
Specialized Experience:
One year of specialized experience which includes assisting engineers in contract administration by reviewing for accuracy and/or consistency of contracts, drawings, and specifications; create reports to assist engineers in contract maintenance; utilizing automated software programs to provide technical support to engineers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
To qualify at the GS-0802-10 grade level, you must have:
Specialized Experience:
One year of specialized experience which includes assisting engineers in contract administration by reviewing for accuracy and/or consistency of contracts, drawings, and specifications and advise on modifications needed; create reports to assist engineers in contract maintenance; utilizing automated software programs to provide technical support to engineers; coordinate with engineers to maintain construction schedule. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
To qualify at the GS-0802-11 grade level, you must have:
Specialized Experience:
One year of specialized experience which includes assisting engineers in contract administration by reviewing for accuracy and/or consistency of contracts, drawings, and specifications and advise on modifications needed; create reports to assist engineers in contract maintenance; utilizing automated software programs to provide technical support to engineers; coordinate with engineers to maintain construction schedule; provide welding training as necessary. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
