This position is located in the Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to MC Pay Band 3B/3A, MCC uses a pay banded system to compensate employees. This position is pay band 3B/3A which is generally equal to GS-14/15.

Duties

Directs and performs a variety of assignments associated with the management and oversight of the design, development, and implementation of infrastructure programs and projects in MCC Compacts. Prepares plans for Compact infrastructure programs and projects in development and in implementation including overall project scheduling, budgeting, change management, contract administration, and project controls. Directs and/or works as part of multi-disciplinary country team consisting of a combination of MCC staff, consultants and contractors overseeing country programs involving projects in one or more of the following infrastructure sub-sectors: transport, water supply and sanitation, water resources, energy, and vertical structures, etc. Works on multiple countries concurrently. Oversees projects in context of complex political, environmental, social, and health and safety contexts or other variables and unknowns affecting planning, design and operational criteria and often present critical challenges with respect to costs and economics. Provides expert advice and guidance to address project challenges and pro-actively proposes options to address them, to the extent feasible, consistent with the combined needs of other sector specialists - and provides status reports to senior staff, with an emphasis on completion, integration, quality and cost risks. Leads and/or participates in the design and development of Compacts, including, but not limited to technical assessment of constraints analyses, concept papers, and proposals; collection and analysis of data and information to finalize proposals; coordination with consultants on feasibility assessments and on project appraisal. Works with MCC and host country MCA teams to develop project budgets for infrastructure projects and related activities at the outset of the project as well as updated estimates of costs to complete and contingency requirements during the course of project implementation. Performs other related duties as assigned.

Qualifications

To qualify for Pay Band 3B applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: performing work or leading projects in one or more of the following infrastructure sub-sectors: transport, water supply and sanitation, water resources, energy, and vertical structures, etc.; providing advice and guidance on development and/or implementation issues related to large, complex, multi-year infrastructure projects; experience with project and program design, development and implementation; and communicating program/project concepts and results to management and stakeholders both orally and in writing. Note: This experience MUST be well documented within your resume or application. To qualify for Pay Band 3A applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3B (GS-14) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Note: This experience MUST be well documented within your resume or application. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 4A or GS-13 to be eligible for pay band 3B.You must have one year of Federal service equivalent to pay band 3B or GS-14 to be eligible for pay band 3A.
