This position is located at the Phoenix Indian Medical Center (PIMC), Division of Financial Services, in Phoenix, Arizona. The purpose of this position is to perform a variety of recruitment, retention, as well as maintaining and monitoring position control functions for organizational positions. The incumbent is under the direct supervision of the assigned service line director.
Duties
Coordinates PIMC recruitment and retention program encompassing all organizational positions and oversees the planning and implementation of a marketing strategy for recruitment efforts.
Formulates policies and procedures for the recruitment and retention of health care professions to more effectively meet the mission and goals of PIMC.
Interviews and screens candidates for Service Unit positions and refers to appropriate sites for further consideration for employment.
Serve as the Service Unit's initial point of contact for candidates and Service Unit staff designated as local service unit Recruiters.
Conducts analysis and planning to meet PIMC's organizational staff recruitment needs and retention issues.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-9- Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Develops a marketing and recruitment plan to stimulate interest and attract qualified applicants for a variety of occupations that may have high turnover rates, or hard to fill occupations. Interviews and screens potential candidates for Service Unit positions and refers candidates to appropriate sites for further consideration for employment. Develops and maintains a database/management information system on the health manpower strength of the service unit.

A master's or equivalent graduate degree. (Must submit Transcripts)

2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Must submit Transcripts)

A combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. (Must submit Transcripts)
GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Maintain a comprehensive recruitment and retention program, developing and implementing various marketing plans for vacant positions. Act as the liaison to facilitate communication between applicants, candidates and hiring departments. Strategically consult with hiring managers to evaluate recruitment needs. Compile, analyze and collect data. Develop and distribute brochures, videos, and presentations for recruitment.

A Ph.D. or equivalent doctoral degree. (Must submit Transcripts)

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
