You will serve as a PURCHASING AGENT in the PUBLIC WORKS DIVISION of NAVAL FACILITIES ENG COMMAND HAWAII. GS-7 $54,11.00-$66,445.00 GS-9 $62,517.00-$81,272.00 COLA: 8.90%

Duties

You will maintain suspense files on purchases and requisitions submitted until all actions are complete. You will document all purchases in accordance with current regulations and instructions. You will expedite delivery of material for critical, urgently needed items by contacting the vendor and coordinating the movement of the material form the vendor to the customer. You will track and maintain up-to-date status of all requisitions and purchases. You will requisition and make purchases of supplies, material, equipment, and services in compliance with all applicable supply and service acquisition procedures, policies, and regulations. You will determine the best sources to procure from to meet customer requirements based on type of requirement, urgency, and knowledge of item or service.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

FOR THE GS-09:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of commercial acquisition supply systems, purchase regulations, methods, policies and procedures, the Government Commercial Purchase Card (GCPC) program, and procedures to purchase needed complex supplies, equipment and technical services;2) Ability to apply supply and purchasing regulations, policies, and procedures to conduct extensive searches for required information, to make purchases;3) Ability to negotiate, award, and administer small purchases;4) Ability to negotiate and award bilateral purchase orders for more complex commercial or unique procurement projects;5) Ability to analyze requisition and procurement requests for compliance and accuracy and to conduct market research to determine if request can be met from mandatory;6) Government sources, existing government contracts or through open market;7) Ability to communicate effectively (both orally and in writing) with vendors, customers and other Government offices to clarify requirements, prioritize work, negotiate cost and delivery terms, obtain and provide status, expedite material, and resolve problems;8) Ability to obtain, and comprehend technical data, supporting documents, and reference material from various listings, supply catalogs, and manufacturers' catalogs and to prepare and maintain records, reconcile reports/data, research and reconcile discrepancies;9) Experience with Maximo or other system of record sufficient to enter, extract, and correct data, retrieve recurring reports and structure/retrieve specialized reports and to use automated information systems, Business Logistics Applications (BLAs), and software such as Microsoft Office suite, GSA systems and FedMALL to order, retrieve, process and analyze data and orders; utilize eSystems including COGNOS and Business Management System (BMS) to obtain information, documents and reports. FOR THE GS-07:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Purchasing supplies, materials, equipment with a Government Purchase Card; 2) Reviewing purchase request to ensure they are meet standards of Government Purchase Card program; 3) Making recommendations on long lead-time material or critical spare parts; and 4) Determining the appropriate method to obtain services and equipment (i.e. delivery orders, purchase orders, credit card, etc.); Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
