THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a AIRMAN AND FAMILY READINESS SPECIALIST (TITLE 5), Position Description Number NGT5302P01 and is part of the TN 118th WING, Air National Guard. This vacancy is not eligible for membership to a labor organization.

Duties

As an AIRMAN AND FAMILY READINESS SPECIALIST GS-0301-11 (TITLE 5) you will be responsible for the overall management, control and execution of the ANG family readiness and support programs to include Personal and Family Life Education services, Airman and Family Readiness Deployment Support, Personal Financial Readiness services, Employment Assistance, Military Child / Youth Program and Education, Transition Assistance Program - Title 32 and 10 funding, Wounded, Ill, and Injured Warrior / member and or family member, Disaster Preparedness - EFAC / AFPAAS, Relocation Assistance Program, Exceptional Family Member Program (EFMP), Community Outreach and Cooperative Interface, Voting Assistance Program, and Educates on Survivor Benefit Plan at the unit level. Develop plans for an efficient resource management program and maximum support of service delivery to include resource center (discovery center), equipment, funding, tracking, and computerized systems - AFFIRST, etc. Plans include supported projections of long-term family readiness and support plans, and resource needs to wing level trends and directives. Identifies service member and family issues that require exploration, development, and resolutions, and determines appropriate methods and resources. Develop and prepares a variety of correspondence and other documentation i.e. formal letters, position papers, reports, briefings, charts, bullet background papers, etc. Plan and schedules work in a manner that promotes a smooth flow and even distribution. Perform other duties as assigned.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent must be able to obtain and maintain a SECRET security clearance.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The SAPR Professional is required to obtain within 60 days of appointment to a Position of Trust and Moderate Risk;
  • the employee must have a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
  • Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
  • Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board.
  • Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.

Qualifications

GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. Use the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions to determine if completion of graduate level education in the amounts shown in the table may be qualifying for positions at grades GS-7 through GS-11 if it provided the knowledge, skills, and abilities necessary to do the work. Use the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions for combining of education and experience to determine qualifying applicants for positions at grades GS-09 and GS-11. SPECIALIZED EXPERIENCE: Must have 1 year at the next lowest GS level or 36 months specialized experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
