The primary purpose of this position is: To serve as a Logistics Management Specialist providing assistance and support to the War Reserve Material Program with resource programming, program management, and customer mission support requests through coordination with PACAF and the Supply Chain Operations Wing.

Duties
Assists in the planning, organizing, and execution of the War Reserve Materiel work center.
Assists in the development, refinement and interpretation inventory management policies and procedures for War Reserve Materiel (WRM), Materiel Management and Handling Systems (MMHS) and Readiness Reporting Systems and interfaces with other material management policies.
Assists in the planning, organizing, and development of long-range plans for budget forecasts and requirements forecasts in support of WRM activities, to include collecting and analyzing unit inputs to budget plans.
Alternate Representative for 36 LRS/LGRX with a variety of installation and functional area organizations.
Assists in the development, refinement, analysis, and enforcement of logistics policies applicable to the 36th Wing.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Positions, Logistics Management Series 0346
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of logistics management operations that involve wing-level planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, and war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control. Work requires considerable skill in applying and integrating this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems. In-depth knowledge of Integrated Deployment Systems (IDS) which include logistics management information systems necessary for planning and executing deployment operations (e.g., Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), Defense Readiness Reporting System (DRRS), AEF UTC Reporting Tool). Broad knowledge of laws, regulations, policies, and precedents affecting deployment, base support, support agreement and war reserve material plans and programs. Knowledge of major issues, program goals, wing priorities, work operations, and managerial channels of wing organizations involved in deployment operations.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency
support, logistics readiness deployment and execution, and war reserve materiel management.
2. Ability to communicate effectively, both orally and in writing.
3. Ability to maintain good working relationships.
4. Ability to plan and organize work.
5. Ability to identify, analyze and translate complex information, make appropriate judgments, and evaluate options
concerning base readiness.
6. Ability to use office automation tools and techniques to design and generate reports, briefing materials, and/or comparable documents.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
