The Tucson VA Health Care System is actively recruiting for a Program Specialist, in the Graduate Medical Education Service (GME). The incumbent will serve in the Office of the ACOS/Education, under the Chief of Staff with the systematic planning, implementation, administration, integration, coordination and evaluation of the Academic Affiliations impacting health professional trainees within the Tucson VA Health Care System.
Duties
Duties include, but are not limited to the following:
Maintain multiple graduate, undergraduate, and/or associated health training programs.
Organize and maintain effective administrative office operations.
Create, maintain, implement an internal audit system to ensure all educational services, sections, programs are functioning within their allocated budgets and allocations.
Facilitate interaction with the academic affiliates during the process of determining cost of the Educational Cost Contract.
Prepare timely and accurate correspondence, memoranda, policies/procedures, reports and special documents.
Review correspondence and documents attach related files or, on own initiative, researches information pertinent in correspondence response.
Review program managers, coordinator procedures and/or documented results of all clinical services to ensure that the resident education program continues to excel and remain compliant with regulations.
Plan and/or conduct analytical studies of organizational design, workforce usage.
Articulate reports of findings with recommendations of alternatives for resolving problems or improving programs.
Develop, administer, resolve policies, with little to no supervision, program and/or project issues associated with educational, resident programs including Associated Health Trainees, Physician Residents, Dental Residents, Fellows, Advanced Fellows, Medical Students and all associated faculty to the trainee.
Design and distribution of training materials, communication vehicles, and data collection instruments to be used with related assigned initiatives for health profession trainees.
Promotes and disseminates Academic Affiliation initiatives and other related projects with VISN, facility leadership and VAHCS groups.
Work Schedule: Monday - Friday 8:00 a.m. to 4:30 p.m. work schedule, but work schedule may be adjusted to meet the needs of the service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge in multiple graduate, undergraduate and associated health training programs. Advanced knowledge of fostering team spirit, commitment, and trust. Knowledge in planning trainee programs, compliance and regulations meeting the academic affiliation initiatives; Expert knowledge in policy and technical guidance to training program staff; Planning, implementation, training and coordination; analytical, planning and oversight for a variety of training programs; provide guidance and oversight of administrative support functions. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D (Unofficial transcripts required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of graduate education (Unofficial transcripts required).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is principally sedentary. There is some walking, bending, standing, and carrying of light items such as papers and files which are customary physical demands of the position. There is light physical activity including pushing, pulling, reaching, stooping, and climbing stairs.
