This position will be assigned to the JBSA Randolph NAF Human Resources Office. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.
Duties
The purpose of this position is to acts as the Site Supervisor for JBSA Randolph. Serves as the focal point for the automated NAF personnel data system for transaction problems and error resolutions. Maintains surveillance of automated NAF personnel data system for transactions problems and error resolutions. Provides technical advice to lower-graded staff concerning processing of personnel actions and associated system error situations. Provides management advisory services in matters related to staffing, affirmative employment, labor, employee relations, and classifications. Handles disciplinary actions, adverse actions, and grievances. Analyzes, evaluates, and classifies positions in a variety of occupational groups. Prepares evaluation statements and justification for pay plan, series, grade, title, FLSA status, and position designation. Provides advice on paysetting, pay, entitlements, leave, attendance, and other employee questions. Researches and resolves problems with employee benefits administration. Serves as a Trusted Agent for the Drug Demand Reduction program. Conducts staff and manager training as assigned. Manages all requested and necessary personnel actions through the work of subordinate HR Assistants. Performs all supervisory duties.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.
Qualifying Experience: Applicant must have progressively responsible experience in substantive personnel management and administration. Experience with position classification and Adverse Actions. Must be thoroughly familiar with the full range of personnel policies and procedures. Must have experience in interpreting and applying regulations, policies, practices and procedures covering personnel management programs. Must have basic computer experience including automated personnel data system. Must be familiar with personal computer applications such as Windows, MS Word, Excel, Access, and the Internet.
Highly Preferred: In addition to above minimum qualification requirements, prior work experience in a NAF Human Resources Office. Must have progressively responsible experience in substantive NAF personnel management and administration to include NAF Classification and Adverse Actions. Must be thoroughly familiar with the full range of NAF personnel policies and procedures. Must have experience in interpreting and applying regulations, policies, practices and procedures covering NAF personnel management programs.

Knowledge, Skills and Abilities (KSA's):
You qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Experience processing a full range of personnel actions and advising management on requirements.
2. Skill in researching, interpreting, and applying guidance in the form of laws, DoDIs, DAFMANs, DAFIs, etc. as specifically related to NAF personnel.
3. Experience with commonly used NAF personnel systems (DCPDS, SETS, DISS/CVS, CSO, BI).
4. Computer skills sufficient to build and modify basic word, Excel, PowerPoint, PDF documents.
5. Skill in professionally dealing with internal and external customers.
