THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL SERVICES TECHNICIAN, Position Description Number PDD1986000 and is part of the WY United States Property and Fiscal Office, Wyoming Army National Guard.
Duties
The purpose of this position is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. Incumbent uses complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.
(1) Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evaluate alternatives and arrive at decisions, conclusions and recommendations.
(2) Performs in-depth analysis, complicated pay, travel, and accounts payable issues involving substantial corrective action and/or complicated adjustments and resolves issues, including assessing unusual circumstances or conditions.
(3) Analyzes particular facts of financial transaction problems/issues, verifies and evaluates data; obtains additional information to reconcile discrepancies or inconsistencies; and applies pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution.
(4) Analyzes and resolves tax processing problems based on soldier inquiries or internal control audits/reviews, ranging from Permanent Change of Station (PCS) issues and combat tax exclusion pay to refunds of erroneous tax collections.
(5) Interprets data to identify problems, determines nature of the problem or issue, decides approaches to use to resolve issues, and recommends solutions for systemic changes to enhance operations.

Qualifications
AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).
Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the United States Property and Fiscal Office.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard.
Area 4: All current M-day soldiers of the Wyoming Army National Guard.
Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

DESCRIPTION OF WORK:
Work that involves performing or supervising financial clerical or financial technician assistance in support of accounting, auditing, budgeting, or financial management functions or fiscal operations. Clerical work involves compiling figures, maintaining records, compiling reports, or performing other procedural work which represents the transactions or business of an organization. Requires a knowledge of the procedures and techniques involved in carrying out the work of an organization and involves application of procedures and practices within the framework of established guidelines. Work may involve various kinds of duties which require applying a practical knowledge of regulations and precedent cases. Requires applying specific procedures and established methods. May perform specialized non-administrative work in preparing data for automated financial systems or may support professionals by writing synopses of audits or financial reports or deciding entitlements against definitive criteria.
GENERAL EXPERIENCE:
Must possess experience that the applicant gained through work within similar financial program structures that support the series' occupational functions, basic principles, and procedural concepts.
SPECIALIZED EXPERIENCE:
Must possess at least 12 months of basic finance program training or competencies that provided knowledge of financial principles and procedures. Applicant should have successfully completed the military finance program technical training school and have finance program experiences along with competencies that provided knowledge of financial principles and procedures. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. The applicant must have the specialized experiences in providing analysis, validation, processing and correction of financial transactions.
NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.
FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
Continued employment in this position is subject to successfully obtaining and maintaining a Level 1 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 1 certifications in which case he/she must complete the certification in the original 2-year period.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
DRIVER'S LICENSE:
Must possess a valid state's driver's license.

To qualify for GS-0503 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician applicants, who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-0503-08 entry-level position.
