About the Position: This position is located with the U.S. Army Sustainment Command, 407th Army Field Support Brigade at Fort Bliss, TX. This is a Planned Management Action open to Current Civilian Employees of the Organization.

Duties

Serves as the principal advisor to the Installation Transportation Officer (ITO) on all carrier performance, Commercial Ticket Office (CTO), and customer satisfaction issues. The technical advisor and assists Installation Transportation Officer (ITO) in verifying and monitoring administration and performance of the contractor providing official and unofficial travel services to the installation. Coordinates and implements the quality control program based on guidance from the Installation Transportation Officer (ITO) regulations to ensure accuracy in support of the procurement for the transportation of persons. Responsible for directing, planning, and executing all transportation functions involved in the movement of personal property and personnel. Planning and directing the overall transportation program for personal property and personnel movements related to the routing, booking, and inspection of personal property shipments. Counsel personnel both verbally and via written material concerning selected modes, routes, schedules, and baggage limitations and handling. Independently performs cost analyses.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a National Agency Check with Inquires - Tier 1 security clearance.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450. Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R.
  • Incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. The employee may be required to work overtime.
  • Incumbent must satisfactorily complete COR instruction/training classes determined appropriate and within identified time period by supervisor and contracting officials.
  • Temporary duty travel of 10% may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) providing assistance on the overall transportation functions in the organization; 2) developing transportation plans; 3) planning and directing work for freight operations; and 4) monitoring reports of shipments for accuracy. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Decision MakingOral CommunicationTransportationWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
