About the Position: Incumbent will Serve as the Supervisory Transportation Specialist, Personal Property Management Branch, responsible for the planning, directing, coordinating, and reviewing of all Traffic Management functions that have an effect on worldwide movement of personal property and personnel, for members (military and civilian) of the Department of Defense (DoD).
Duties
Responsible for carrying out DoD policies and procedures governing worldwide personnel and personal property movements via commercial and military airlift, boat, and common carrier.
Assesses unusual transportation issues or problems, which involve considerable analysis to support, or modify normal practices and techniques, which are often complicated by conflicting or incomplete data
Analyzes executive orders, public laws, DoD directives, and federal regulatory bodies pertaining to a variety of different and unrelated functions of commercial transportation.
Develops and promulgates operating procedures and regulations to establish policies and procedures governing the quality of support services provided customers.
Prepares and updates Standard Operating Procedures (SOPs); revises local travel guides and directives. Responsible for furnishing travel services to include counseling.
Directs, plans, and supervises the work of the branch, consisting of civilian employees at the GS-07 through GS-11 levels.

- Position may be designated as mission-essential and subject to recall to duty in times of emergency to perform time-sensitive, mission-critical work.
- May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
- Incumbent must satisfactorily complete COR instruction/training classes determined appropriate and within identified time period by supervisor and contracting officials

Specialized Experience: One year of specialized experience which includes interpreting travel authorizations, applying directives pertaining to entitlement to travel and movement. Overseeing and controlling accountability logs and ledgers, planning and assigning work to subordinates and evaluating subordinates work performance,, This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, or motor mechanics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
