Duties
As a Supervisory Public Housing Revitalization Specialist, you will:
Serve as the Director of URD. In this position the incumbent is a leader in solving some of the Nation's most complex and plaguing problems associated with public housing. Provide nationwide technical support to housing authorities as well as HUD field staff in the area of public housing investments, mixed finance, and the revitalization of distressed housing.
Supervise and coordinate the work of team leaders and assigned staff in collection, analysis and presentation of data and reports on the HOPE VI Program. Participate in the design of data tracking and reporting mechanisms to identify nationwide trends, provide early alert to potential problems, and otherwise track the performance of the HOPE VI program. Prepare periodic reports for the DAS for OPHI, A/S for PIH, and the Secretary of HUD on the status of the HOPE VI program and performance by grantees. Information and data is obtained from HUD staff, housing authorities, and other parties involved with the HOPE VI program.
Be expected to handle, independently, a variety of projects which the incumbent works with one or more members of the OPHI staff and other Departmental staff; developing policies and procedures related to innovative performance of public housing development, using HOPE VI, Development and Capital Programs; facilitating non-traditional public/private partnerships to address the needs of PHAs, their residents and other community members; developing rules, Notices of Funding Availability and internal operating procedures for awarding and monitoring grants and assisting in formulating solutions and implementing strategies related to financing of public housing development; preparing recommendations and developing policy alternatives and materials and new or proposed legislation; developing and conducting training for HUD field staff, PHA staff, development partners and residents on financial management and programmatic matters; and providing expert advice and technical assistance.
Coordinate with the Deputy Assistant Secretary for OPHI regarding program support delegations, to selected field office Public Housing Directors for the HOPE VI program. Participate in the preparation of new or modified delegations as situations warrant. Monitors performance by field offices, including provision of technical assistance, problem resolution, and onsite monitoring reviews.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Facilitating partnerships to address the needs of stakeholders such as, public housing authorities, development entities, or government officials participating in Housing programs; AND
- Working with Federal, state or local publicly-funded housing programs, community revitalization, housing redevelopment, economic development, or community outreach initiative programs; AND
- Analyzing problems, developing strategies, and presenting solutions to stakeholders concerning housing programs; AND
- Advising on an organization's decisions, policy recommendations and positions supporting the organizations mission, specifically related to housing programs.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
