This position is located in the Department of Homeland Security (DHS), Office of Legislative Affairs (OLA).
The primary purpose of this position is to perform the full range of congressional work including controlling, analyzing, researching, and formulation of official responses to written and telephonic requests from Members of Congress and their staffs as well as Congressional Committees on matters of Congressional interest, inquiry, or investigation.
Duties
As a CONGRESSIONAL AFFAIRS SPECIALIST, GS-0301-13, your typical work assignments may include:
Provides advice and guidance on the preparation of responses to Congressional inquiries;
Exercises tact, discretion and judgment concerning inquiries and replies received from or conveyed to Congress, its Committees, staff members or individuals directly through other DHS personnel;
Reviews and makes recommendations for clearance on a variety of correspondence and reports such as position papers, fact sheets, inserts for the record, testimony, and letters to Members of Congress or Congressional Committees;
Attends Congressional briefings and hearings as a DHS representative.

Qualifications
Specialized Experience: Youqualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as:
Researching and developing policy and inquiry responses pertaining to legislative affairs;
Overseeing various projects directly related to Congressional inquiries, documents, and proceedings; and
Has direct operational experience in coordinating legislative, governmental and congressional affairs, activity, and communications.
Substitution of education in lieu of specialized experience may not be used for this grade level.
This position has a Selective Placement Factor (SPF). If your resume doesn't demonstrate possession of the SPF, you will be rated ineligible. The SPF for this position is: In addition to the specialized experience, applicants must also have experience evaluating and interpreting Federal laws and policies; and operational experience with direct full-time responsibilities for legislative, congressional, or governmental affairs on legislation with or before the U.S. Congress. All requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
