These positions are in the Excepted Service. The primary purpose of one position is to serve as an analyst in the Strategic, Defensive, and Science and Technology Division (SDSD). The SDSD division supports DoD leadership's decision-making by providing analytic insights on the Department's ability to achieve its priority objectives. SDSD focuses on the nuclear enterprise, missile defense, homeland defense, as well as science & technology, innovation, and the defense industrial base. This division explores a range of potential futures and key variables to ensure DoD's limited resources support feasible and affordable future concepts and plans. Another position would lead and conduct Strategic program Review (SPR) analysis as a member of the Cross Program Analysis Division (CPAD). SPR leads take in broad input across the DoD, and work with a team to develop specialized models and tools to enable examination of hundreds or thousands of potential futures as part of the review process. This analysis is briefed to a variety of leadership forums held by the Secretary of Defense, Deputy Secretary of Defense, Combat Commanders, and more.
The third position is in the Economic and Manpower Analysis Division (EMAD). The Division supports the Department of Defense (DoD) leadership's decision making by providing analytic insights on the Department's ability to achieve its priority objectives. With current focus on the defense industrial base, Military Health System, civilian and military personnel, and defense-wide programs as directed. EMAD explores a range of potential futures and key variables to ensure that DoD's limited resources support feasible and affordable future concepts and plans.

- Data Science/Analysis: Conduct analysis in a programming or statistical software suites such as R, Python, Excel, AI/ML techniques, MATLAB, ArcGIS, GAMS, etc. (specific requirements may vary)

Qualifications
BASIC REQUIREMENTS: A degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your resume and application materials should reflect your competency in the following KSAs. Do not submit a separate written statement addressing the KSAs below. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Quantitative Analytics: Ability to use mathematical reasoning and data to design, develop, and apply mathematical, statistical, and/or scientific research methods to explain and address complex problems. Demonstrated experience using a range of analytic methods (e.g., data visualization, regression, machine learning, simulation) and experience applying quantitative analysis to complex organizational challenges. Familiarity with a programming or statistical software suite like R, Python, or SQL.
U.S. Defense Policies and Programs: Knowledge of U.S. defense policies and programs, allied military capabilities, and/or projected threats to U.S. interests. Ability to review DoD planning documents (National Defense Strategy, Defense Planning Guidance, etc.), evaluate Service investment strategies, and prepare comments and fact-based recommendations for changes or improvements.
Building Coalitions: Ability to identify opportunities for collaboration between internal and external parties in order to advanced shared or closely related objectives. Demonstrated ability to navigate large organizations, share and obtain mission critical information, and achieve Win-Win outcomes across a diverse range of stakeholders.
Communication -Ability to translate complex concepts, findings, and limitations into concise, plain language through varied types of written communication to include emails, memos, PowerPoint briefs, white papers, and full reports. Oral communications may include formal presentations or briefings in front of large groups of senior officials and could occur with little to no forewarning and may require communicating on matters with opposing views. Must be able to explain, advocate, and express facts and ideas in a convincing manner, and to negotiate with individuals and groups internally and externally.
SPECIALIZED EXPERIENCE: Cite specific examples of employment of experience in your resume and describe how this experience has prepared you to successfully perform the duties of the position.
GS-12: Successfully completed 1 year of specialized experience at the GS-11 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience include, under guidance of senior analysis(s), applies a range of analytical, mathematical, and/or statistical theories, principles, and practices to plan, coordinate, and execute segments of complex studies.OR3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
GS-13: Successfully completed 1 year of specialized experience at the GS-12 grade level or equivalent under other pay systems in the Federal service. An example of specialized experience includes extracting and organizing raw program and/or cost data under general direction from a supervisor or senior analyst, conducting basic mathematical analysis of program information, and assisting in the collection, development and implementation of program and/or cost related information. NOTE: There is no substitution of education for specialized experience at the GS-13 level.
GS-14: Successfully completed 1 year of specialized experience at the GS-13 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience includes: Utilizing scientific inquiry independently, supporting roles in a teaming environment, demonstrated knowledge and application cost estimating methodologies, demonstrated analytical acumen in support of an agency's analytic approaches, effectively communicating with senior officials, internal and external colleagues, scientific organizations, and industry stakeholders. NOTE: There is no substitution of education for specialized experience at the GS-14 level.
GS-15: Successfully completed 1 year of specialized experience at the GS-14 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience includes leading teams in a teaming environment, performing complex statistical analyses; performing complex cost estimates and determining lifecycle costs; evaluating large and complex military programs; performing complex analyses in the absence of defined goals and outcomes, providing expert consultation and technical expertise to agency senior leaders on studies and analysis, and effectively communicating with senior officials, internal and external colleagues, scientific organizations, and industry stakeholders. NOTE: There is no substitution of education for specialized experience at the GS-15 level.
