The Jack C Montgomery VA Medical Center is seeking a highly qualified candidate to Detail into the Chief Business Office position.
Duties
NOTE: This is a Detailed Position: An employee who is on a detail is considered for pay and FTE purposes to be permanently occupying his or her regular position, grade, step and pay. The employee will NOT receive a promotion to a hire grade for a detailed position.
Major duties of this position include, but are not limited to:
Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Initiates reassignment of personnel as necessary, and has comprehensive knowledge of EOVAHCS operations, advising on personnel utilization.
The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors.
Oversees service management through subordinates managing the daily operations of the sections of Health Information Management, Veterans Services, Primary Care Clinic Services, and Call Center & Specialty Scheduling located at the main medical campus and associated Community Based Outpatient Clinics (CBOCS).
Utilizes specialized application software including Monarch, Pyramid, SQL, SharePoint and Access and suggests reports for other facility analysis and planning; participates expert advice and direction regarding the Veterans Equitable Resource Allocation (VERA), and serves as an integral part of the health care systems management team.
Partners with and advises Healthcare Group (HCG) Chiefs in the high-level coordination of facility-wide management of clinic setup, encounter management/completion, medical documentation, scheduling, and Patient Preferred List), procedures, directives, and practices in daily operations.
Coordination of development and implementation of training plans for clinical staff, auditing/data collections tools and practices, and regular reporting of clinical and health information management practices through technology.
Interfaces frequently with Service Chiefs, Supervisors, Business Managers, Administrative Officers in order to keep current on any changes in Medical Center functions that may affect Revenue Management for the facility.
Communicates and coordinates with appropriate medical center personnel, Resource Management personnel and VISN staff to overcome technical data collection concerns, software use, and validation of workload accuracy.
Responsible for sharing documents have been established with community health care facilities and other agencies, which require frequent scheduling, interchange of patients, contract obligations and billing for services.
Selects and applies appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issues by the agency.
The Chief, HAS, is responsible for the administration and management of the service sections. This includes formulating tactical and strategic goals, objectives, plans and programs for the service. The service provided by HAS directly impact the delivery of the administrative patient contacts from intake through scheduling.
Work Schedule: Monday through Friday 8:00 am to 4:30 pm

Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the medical center;
Skill in conducting detailed analyses of complex business functions and work processes affecting the business operations of the facility;
Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of mission-essential facility programs;
Ability to develop and apply new or modified work methods, management processes, and procedures for administering program services;
Ability to analyze new revenue-enhancing projects, plan and implement new projects and report the results to the Medical Center Director and other key staff;
Practical understanding of the terms used by clinical staff and the administrative implications of medical care needs;
Knowledge and understanding of, and ability to explain, rules for admissions, non-VA care, patient travel, bed control, and various health/welfare laws governing healthcare facilities;
Knowledge of the specific processes and procedures applying to management of the service line such as: personnel management regulations, requirements and practices, fiscal reporting requirements, and budget/resource management.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
