This position is located in the Bureau of Administration, Office of Logistics Management, Office of Program Management and Policy, Diplomatic Pouch and Mail Division, Operations Branch (A/LM/PMP/DPM/OPS). This position serves as a Traffic Management Specialist in support of DPM’s pouch and mail shipping and transportation.
Duties
Determines the number and frequency of shipments for Department of State (DOS) diplomatic pouch and mail based on volume of mail, post work schedules, and mail service needs of posts to schedule shipment routes.
Monitors changes in world situations (e.g., wars in host countries, weather conditions), carrier schedules and prices and determines if existing routes and schedules are adequate and/or if new routes or schedules should be established.
Develops and conducts studies, surveys and analyses of procedures and policies to improve customer service and the efficiency of traffic management processes/systems, coordinating with other federal agencies and organizations.
Interprets and clarifies policies and procedures regarding DOS diplomatic pouch and mail traffic management procedures and schedules to the general public, Congressional staff, DOS staff, and representatives of Federal agencies and private industry.
Maintains liaison with personnel involved in transportation/ traffic management operations, e.g. carriers, port authorities, military terminals, etc.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants applying for the GS-11 grade level MUST meet one of the following requirements:
A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Examples of qualifying specialized experience include:
Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
Making presentations on traffic matters before Federal, State, or local regulatory bodies.
Performing loss and damage prevention work when this INCLUDED responsibilities such as policy and procedures formulation and studies of traffic operations and services.
Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
Providing advisory service involving commodity analysis from the transportation standpoint.
In addition, Qualifying specialized experience must demonstrate the following:
Experience monitoring and assisting with a traffic management budget.
Experience identifying, analyzing, and resolving traffic management transportation issues and problems.
Experience developing transportation plans applicable to international and domestic shipments for import, export or local moves.
OR
B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. (if related), from an accredited college or university with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
C. Have a combination of graduate level education AND specialized experience (as described above), which is equivalent to the GS- 09 level in the Federal Service. This experience and education together meet 100% of the qualification requirements for this position.
Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.
Note: To qualify for this position based on education, your major field of study MUST have been in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to this position

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
